A paranoid federal agent placed in charge of monitoring sex offenders is forced to take early retirement when he becomes violent with the men he is supposed to be keeping an eye on. His final duty before leaving is to train his successor, who he instead recruits into helping him with his obsessive quest to find a missing girl.
