Loosely based on a true story, Sean Penn plays a stationary salesman who decides to set up a small business with his friend Don Cheadle, funded by a scheme set up by then-President Nixon. But when the money doesn't materialise, he blames Nixon personally and begins to plot an audacious assassination of the American leader.
