After a long Thanksgiving dinner, neighbours Keller Dover and Franklin Birch realise that their young daughters, who went outside to play, are missing. Also gone is the RV that was parked nearby. The police temporarily arrest its owner, Alex Jones, a man with learning difficulties, but can't find any trace of the girls or evidence that he was involved.
And so, with Jones free and an absence of other leads, Detective Loki starts to track down every sex offender living in the area. But, as Loki's investigations disinter a multitude of past horrors, Dover decides to take matters brutally into his own hands.
