Disaster drama based on the real-life floods of 1993 when heavy rains caused the Mississippi to burst its banks. Kate Vernon plays an engineer assigned to a small town to build a protective levy. As the river threatens to engulf their homes and land, her former fiance persuades the community to stay and fight rather than give in to the elements.
