Strike (Mekhi Phifer) works for the drug lord, Rodney Little (Delroy Lindo). He is a young city drug pusher who likes to play with model trains, nurse his ulcer and generally enjoy life by hanging out with his friends in the projects.

Life for Strike takes a complete turn when his elder brother admits to mudering a fast-food restaurant night man, and the Detective in charge of the case, Rocko Klien (Harvey Keitel), doesn't believe a word of it and sets out to uncover the real truth, and all things point to Strike and Rodney.
