During the 1999 conflict in Serbia, a NATO train carrying radar equipment is impounded in a small town by the station master Doiaru for not having the proper authorisations. As diplomats try to unravel the bureaucracy, Captain Doug Jones and Sgt David McLaren find themselves the centre of attention, particularly from the town's young women. If Cristian Nemescu's Cannes-winning film - which is based on a true story - has an unfinished look to it, it is because the 27-year-old director died in a car accident in mid-edit and the film was released as he left it.
