Helen Hewitt (Janet McTeer) is the first woman to have been put in charge of Barfield maximum security prison that had been nearly destroyed by a disastrous riot a few years prior.

Howvere, despite being greeted with open hostility by inmates and little enthusiasm by prison staff, she is determined to clean up the place - and sets about doing so.
