Part two of two. Mei Li reveals her life is at risk because she is a pro-democracy protester who organised a demonstration to free a political prisoner. Kit finds the arrest warrant for Mei Li, which states there is a bounty of $1 million for her capture, leading the team to wonder if they are looking at state-sponsored murder. However, the case takes an unexpected turn with the death of a second victim, while Burns reveals the identity of the dead woman originally thought to have been Mei Li.
