Sergeant Wayne Jenkins, the leader of the Gun Trace Task Force, was known as a hard-charging super-cop. In addition to his usual work getting guns off the streets, Jenkins frequently made large drug busts. However, not all of those drugs were making it to the Baltimore Police Department evidence room. Behind the scenes, he had a secret partnership with an old friend from the neighbourhood - a convicted drug dealer called Donald Stepp, who discusses the strange double life of Sergeant Jenkins.
