Tonight: Drug Driving

Convictions for driving under the influence of drugs are at their lowest for years, but the problem continues to destroy lives. While the government has promised to introduce a new zero tolerance law by 2014, Tonight investigates whether this can be enforced, given the reduction in police traffic units and the fact that the government admits it does not know the real scale of the problem. Martin Geissler spends time with the police in Manchester and travels to Germany, where 30,000 drug drivers are caught every year.
