There is an underground population of werewolves that inhabit this romantic city. They have just discovered a new drug which allows them to transform at any moment without having to wait for the full moon to come out.

When three young college graduates on a Daredevil tour of Europe descend on Paris intent on some serious fun, Andy (Tom Everett Scott) meets the beautiful and mysterious Serafine the woman of his dreams and, on every full moon, the stuff of his worst nightmares the fun becomes rather more dangerous. When Andy and his friends stop Serafine from jumping off the top of the Eiffel Tower, they find themselves becoming increasingly involved in the lycanthropic underworld.
