The team is called in when the corpses of six fishermen are found tied together in the ocean - with one missing a chunk of flesh from his leg. Initial findings point to modern-day pirates and possible cannibalism and the rescue of two survivors from the same boat soon gives weight to this theory - but then Horatio discovers the ship was involved in the transport of illegal arms
